The introduction of the NHS and Community Care Act 1990 which was the first major reform of the NHS since its inception, provided an opportunity to develop a range of community based services, including home care, day care and respite care to meet the changing needs and greater demand for services. In her role as a District Nurse at the time Karen Caffrey identified that there was still a need to improve care in the community locally to ensure that those people who needed it could be better supported to live full and independent lives in their own home for as long as possible. As a result, in 1994 Karen established Homecarers Liverpool which this year celebrates 25 years in business.
Employing over 280 people Homecarers Liverpool (HCL) delivers adult social care services in Liverpool, Knowsley and in the Wirral. Committed to driving up quality within the business and to ensure all care staff are highly skilled and experienced HCL offers over 50 different training courses in addition to mandatory training. They have recently invested in a training manager to join the Senior Management team and in ‘My Learning Cloud’ an e-learning platform both of which will improve access and frequency of training for staff. In addition, HCL are champions of social care apprentices and work in partnership with the Liverpool City Region to promote apprenticeship opportunities at every opportunity.
Known for their commitment to innovation HCL has been a lead partner in the Liverpool 5G Testbed trials and in the European Funded ‘Stop and Go’ programme. As strong advocate for digital integration Karen Caffrey Operations Director and Chair of Liverpool Home Care Providers CIC said…

HCL was one of the founding members of Liverpool Home Care Provider Community Interest Company in 2015 and continues to play a key role in enabling the sector to collaborate in order to share good practice and to ensure the sector has a voice where it matters most.
In 2018, HCL came part of the Clece Care Services group, one of the largest groups in the UK, specialised in the provision of home care services.
